About Distict 9

Caltrans District 9 encompasses the central-east portion of the State with its headquarters in Bishop. The District is responsible for all of the State Highway Systems in Inyo, Mono and eastern Kern Counties.

In geographical size, District 9 is the fourth largest District covering 16,465 square miles, containing varied topography. Mount Whitney (the highest peak in the lower 48 states) is less than 150 miles from Bad Water, Death Valley (the lowest point in the US). There are several State highways that cross the Sierra Nevada mountain range; one leading to the east entrance of Yosemite National Park. The District is in the western portion of the Great Basin, which includes the Owens Valley, bordered by the White and Inyo Mountains to the east and the Sierra to the west. The Mojave Desert encompasses parts of Inyo, San Bernardino, and eastern Kern Counties. The varied topography and elevation lend to a wide range of climate zones.

The District has 19 US and State designated highways.

Projects in Construction

Mono County

108 Dig Out Project

  • Construction to begin during the summer of 2017 and completed by October 2017.
  • Pavement maintenance project
  • The project location is at various locations on State Route 108 in Mono County.
  • Contractor is QualCon, Inc. from Minden, NV.
  • Traffic Impact during construction: Daily lane closures using reversing one-way traffic with flaggers at each location.  Delays up to 20 minutes.

Crestview Maintenance Station Project

  • Construction began on June 5, 2017 and the anticipated completion date is June 2018.
  • The project consists of constructing a maintenance truck shed.
  • The project location is in Mono County, on US Hwy 395, about 9 miles north of Mammoth Lakes at the Crestview Maintenance Station.
  • Contractor is ReCom Development Co., from Bishop, CA
  • Traffic Impact during construction:  No impact.

Green Lakes CAPM Project

  • Construction state date: July 18, 2017.
  • Pavement Preservation Project
  • The project location is in Mono County on US Highway 395 near Bridgeport from ST 270 to Jack Sawyer Road.
  • Construction consists of removing existing pavement and applying a hot mix asphalt layer, replacing guard rail and striping.
  • Contractor:  Herback General Engineering from Minden, NV
  • Working hours:  Monday-Thursday, 7:00 am to 8:00 pm, and Fridays 7:00 am to 3:00 pm.
  • Traffic Impact during construction:  Reversing traffic control with flaggers and a pilot car.  Expect up to 20 minute delays.

June Lake Scrub Seal Project

  • Construction start date: September 2017.
  • Maintenance Project
  • The project location is in Mono County on State Route 158 near June Lake.
  • Construction consists of appling a sealant to the pavement and reapplying strips.
  • Contractor is American Pavement Systems, Inc from Modesto, CA
  • Working hours:  Monday - Thursday 6:00 am to 8:00 pm and Fridays 6:00 am to 3:00 pm.
  • Traffic Impact during construction:  There is one way traffic control with flaggers and a pilot car.  Expect up to 20 minute delays.

Pole Line Right Turn Pocket Project

  • Construction start date: 2017.
  • Safety Project
  • The project location is in Mono County on US Highway 395 6.5 miles north of Lee Vining at the intersection of State Route 167.
  • Construction consists of creating a northbound right turn pocket.
  • Contractor is Herback General Engineering, from Minden, NV
  • Working hours:  Monday - Thursday 6:00 am to 8:00 pm and Fridays 6:00 am to 3:00 pm.
  • Traffic Impact during construction:  Unknown at this time.

Sheep Ranch Shoulders Project

  • Construction start date: 2017.
  • Safety Project
  • The project location is in Mono County on US Highway 395 near Bridgeport from Buckeye Road to 2.9 Miles south of Swauger Canyon Road.
  • Construction consists of adding 8 foot shoulders, treating 4 rockfall locations, removing the top layer of asphalt and replacing with a hot mix asphalt layer.
  • Contractor is Papich Construction Co Inc., from Pismo Beach, CA.
  • Working hours:  Monday - Thursday 6:00 am to 8:00 pm and Fridays 6:00 am to 3:00 pm.
  • Traffic Impact during construction:  unknown at this time.

Walker CAPM

  • Construction start date: June 12, 2017.
  • Pavement Preservation Project
  • The project location is in Mono County on US Highway 395 from Eastside Lane in Walker, CA to the Nevada State line.
  • Construction consists of removing the top layer of asphalt and replacing with a hot mix asphalt layer.
  • Contractor is Road & Highway Builders, LLC, from Reno, NV.
  • Working hours:  Monday - Thursday 6:00 am to 6:00 pm and Fridays 6:00 am to 3:00 pm.
  • Traffic Impact during construction:  Daily lane closures using reversing one-way traffic with flaggers at each location. Maximum delay - 20 minutes.

Virginia Lakes Turn Pocket Project

  • Construction start date: 2017.
  • Safety Project
  • The project location is in Mono County on US Highway 395 at the intersection Virginia Lakes turnoff (postmile 63.5).
  • Construction consists of creating a northbound right turn pocket.
  • Working hours:  Monday - Thursday 6:00 am to 8:00 pm and Fridays 6:00 am to 3:00 pm.
  • Traffic Impact during construction:  Unknown at this time.

Inyo County

168 Delineators Project

  • Construction to begin 2017.
  • Highway Mainteance Project
  • The project location is in Inyo County, on State Route 168.
  • Contractor is Highway Specialty Company, Inc.
  • Traffic Impact during construction:  Lane closures using reversing one-way traffic with flaggers.  Delays up to 20 minutes.

Amargosa Culverts Project

  • Construction began in 2017 and will be complete in November 15, 2017.
  • Construction consists of replacing 4 culverts on State Route 127 in Inyo County.

Census Loops Project

Coso/Keough AR Chip Seal Project

  • Construction to begin on July 10, 2017 and completed by August 20, 2017.
  • Pavement Preservation Project
  • This project has two locations in Inyo County, on US Hwy 395. The first locations is near Dunmovin, 1.1 miles south of Cinder Road to 0.8 mile south of Haiwee Powerhouse Road. The second locations is near Big Pine from the south junction of State Route 168 to 0.1 mile of Warm Springs Road.
  • Construction consists of applying a chip seal layer to extend the life of the pavement.
  • Contractor is American Pavement Systems, Inc.
  • Traffic Impact during construction:  Construction in four lane sections of highway with single Lane closures, southbound only.  No anticipated delays.

Death Valley Thin Blanket Project

  • Construction to begin in Septemeber 2017 and to be completed by the end of January 2019.
  • Pavement Preservation Project
  • The project location is in Inyo County on State Route 190 near Death Valley from 14.4 miles west of Route 127 to Route 127.
  • The top layer of the pavement surface is being ground off, recycled with new hot mix asphalt and a new overlay placed on top.
  • Contractor is Qualcon Contractors, Inc. from Minden, NV.
  • Working hours: Monday-Thursday, 6:00 am to 8:00 pm and Friday’s 6:00 am to 3:00 pm.
  • Traffic Impact during construction:  Reversing traffic control with flaggers and a pilot car. Expect up to 20 minute delays.  

District Digout Projects

  • Construction start date: July 10, 2017.
  • Pavement maintenance
  • This project will take place in various locations throughout the district.
  • Contractor is Bowman Asphalt, Inc.
  • Traffic Impact during construction:  varies due to location. Maximum delay 20 minutes.

Mill Creek Thin Blanket Project

  • Construction start date: July 10, 2017.
  • Pavement Preservation Project
  • The project location is in Inyo County on US Hwy 395 near Bishop from 0.3 miles east of Pleasant Valley Road to the Mono County line.
  • The top layer of the pavement surface is being ground off, recycled with new hot mix asphalt and a new overlay placed on top.
  • Contractor is Granite Construction Company from Bakersfield, CA
  • Working hours:  Monday - Thursday 6:00 am to 8:00 pm and Fridays 6:00 am to 3:00 pm.
  • Traffic Impact during construction:  One lane of traffic closed at a time.  No traffic delays anticipated.

Kern County

Freeman Gulch 4 Lane Segment 1 Project

  • Construction start date is: July 5, 2017
  • The project location is in Kern County near Ridgecrest on State Route 14 from 0.5 mile north of State Route 178 west/State Route 14 intersection to 1.7 miles north of the State Route 178 east/State Route 14 intersection.
  • Construction consists of converting the existing 2-lane highway to a 4-lane expressway.
  • Contractor is Granite ConstructionCompany from Bakersfield, CA.
  • Traffic Impact during construction:  Reversing traffic control with flaggers and a pilot car. Expect up to 20 minute delays.  

Mojave Bridge Deck Seal Project

  • Construction start date: Late September or early October, 2017.
  • Maintenance Project
  • The project location is in Kern County on State Route 58- 3 bridge locations.
  • Construction consists of appling a sealant to the pavement and reapplying strips.
  • Contractor is Peterson-Chase General Engineering Construction, Inc.
  • Working hours:  Monday - Thursday 6:00 am to 8:00 pm and Fridays 6:00 am to 3:00 pm.

Tehachapi CAPM Project

  • Construction state date: 2017
  • Pavement Preservation Project
  • The project location is in Kern County on State Route 58 in and near Tehachapi from Tehachapi Creek bridge to Cache Creek bridge.
  • Construction consists of removing existing pavement and applying a hot mix asphalt layer, and striping.
  • Contractor:  Pave-Tech, Inc from Vista, CA
  • Working hours:  24 hours a day - Monday-Friday 6:00 am to 3:00 pm.
  • Traffic Impact during construction:  One lane closures   Expect slower traffic through construction area.
