The Caltrans Division of Environmental Analysis (DEA) is currently developing draft guidance in order to implement Section 15064.4 of the California Environmental Quality Act (CEQA) Guidelines.
The guidance will establish a process for Caltrans District staff to make PROJECT-LEVEL significance determinations, and identify mitigation measures as necessary, under CEQA for greenhouse gas (GHG) emissions. The proposed guidance will apply only to projects on the State Highway System for which Caltrans is the CEQA lead agency. The proposed guidance is not expected to change any of the basic analytic principles or methodologies currently used by Caltrans to evaluate a project’s effects on GHG emissions, but simply outline a process by which the Caltrans Project Development Team can make CEQA significance determinations on a project-level basis.
