Inquiry #1: Please provide the inertial profile report for the current condition of the job at bid time so that we can propose on the pre-paving grinding.

It is impossible to provide a Lump Sum price without knowing what condition the existing road is and if the smoothness requirement is attainable.

Inquiry #2: In reference to Q. No. 1, can CalTrans possibly upload the ppf files in a pdf format or provide the name of the software that the files were created in ? It would also be helpful to suggest a software application to open the ppf files as many contractors may not have a viewer to read the software as it is currently available on the CalTrans website.

No, pdf files will not be provided.
The Department has provided electronic files in unfiltered electronic pavement profile format (.PPF), in the supplemental info link, which require the use of the Federal Highway Administration’s ProVAL software to analyze. The ProVal software is located at www.roadprofiles.com.

Inquiry #3: Page 16 of the Special Provisions, item 1 at the top regarding planed pavement states, no localized roughness greater than 180 in/mi. During site visit, surface cracks are present throughout project area; these carry down into the pavement section and will be present following .10' of cold planning, especially seeing bid item for Crack Treatment. Prepaving Grinding will not correct these cracks to eliminate ALR greater than 180 in IP report. How does the state plan to address this issue to minimize excessive grinding?

Inquiry #4: Sheet C-1 of the plans shows a grind detail at local roads. The detail shows carrying EP/ES of Hwy 50 straight across the intersection and not actually grinding on the local road. However, sheet C-4 at Center St seems to show cold planing onto Center St (and possibly suggesting up to the concrete bridge deck). A similar situation exists at Canal, Bedford, and Route 49 along south side of 50 (possibly elsewhere but these were noted). Please clarify if detail on C-1 is to be followed or if bidder needs to plan on cold planing up to the bridge deck on each of these side streets as additional cost needs to be carried for this work.

Inquiry #5: Page 15 of the Special Provisions, section 39-3.04A states, "...so that no cold planed areas are exposed during weekends". However, since this project allows night work 7-days/wk this shouldn't apply. Please clarify.

Inquiry #6: Reference RFI #3 for subject project. In addition, ALR and MRI are not applicable to cold planed surfaces. Please revise Special Provisions to delete the requirement for ALR/MRI for the cold planed surface prior to HMA overlay placement. Please postpone bid in order to address the correction to Special Provisions.

Inquiry #7: 39-3.04C(5) of the Special Provisions states completed surface of planed pavement must have no ALR greater than 180 in/mi. This is a criteria determined by ProVAL which is a specific software utilized to model & simulate profile diamond grinders only. Per ProVAL User Manual, grinders are described as wheeled machinery (note, cold plane machinery operates on tracks). The desired results currently stated in the specials is requiring an unproven method as ProVAL doesn't currently have capabilities to model or simulate cold planing machinery.
Please add a bid item with quantifiable days to address desired 180 in/mi smoothness currently specified on cold planed surface.

Inquiry #8: The completed surface of cold planed pavement must meet a smoothness criteria prior to paving. How can the supplemental data provided in ProVal format (.ppf) be analyzed utilizing a cold plane machine apparatus when the program can ONLY model “Profile Grinders” for smoothness applications? The supplemental data does not support the means and methods to achieve smoothness utilizing a cold plane machine.
