The Transportation Library and History Center located at the California Department of Transportation (Caltrans) headquarters in Sacramento was established in the late 1940’s as part of the Planning Division. In the early 1970's it was centralized by combining several in-house collections becoming a Department-wide service.

The transportation collection contains approximately 50,000 books, Caltrans technical reports, other state DOT reports and approximately 150 periodical and newsletter titles. The library holds items on all modes of transportation and includes materials on highways and structures design, construction, operations and maintenance, earthquake engineering, transportation economics, taxation, finance and administration, traffic engineering, and environmental planning. Also included is a comprehensive collection from the Transportation Research Board and the U.S. Federal Highway Administration.

Library materials are available in print, CD/DVD and electronic formats.

The History Collection contains materials relating to the Department’s history and its role in California's transportation development and specifically, to its roads and bridges. The collection is comprised of a selection of documents, maps, history files, artifacts, oral histories and photographs from the late 1800’s to the present.

Interlibrary Loan – Available to current Caltrans staff and other member libraries including all state DOT libraries. Non-Caltrans visitors should contact their local library, either public or academic, to make a request.

Circulation information

Library materials are available for circulation to current Caltrans employees from all districts and their consultants only. A selection of library materials are available to other libraries including all state transportation libraries through the Interlibrary Loan (ILL) program. The Transportation Library does not loan directly to individuals, businesses or private firms. Individuals should request materials through their local library – public, academic, corporate or government agency.

Reference, all historical materials, and maps are not available for loan and can be used only in the library.

Selected transportation and history materials are available to public visitors for use in-house only. Appointments are necessary.

The librarian reserves the right to grant or deny any request based on his/her discretion.

Libraries Sharing Transportation Resources (An OCLC Group Access Capability (GAC) Group
Participant Agreement
(Revised April 15, 2010)
The undersigned, entering into an agreement to participate in Libraries Sharing Transportation Resources (LSTR), shall:

  1. Be a transportation library.
  2. Subscribe to OCLC services as either a Governing Member or Member.
  3. Commit to resource sharing with all LSTR members.
  4. Provide loans of all circulating monographic (returnable) items to LSTR members at no charge.
  5. Provide photocopies for a maximum of 50 pages per bibliographic citation to LSTR members at no charge (a cost recovery charge for photocopies exceeding the 50 page limit is permissible and may be determined by the library).
  6. Provide a complete and accurate citation for requested items.
  7. Clearly identify request as being from a LSTR member library.
  8. Understand that LSTR member libraries retain the right to fill or deny requests for any reason and at their discretion.
  9. Only request items from the University of California, Berkeley, Institute of Transportation Studies Library (OCLC symbol CBT) if no other LSTR library has the item.
  10. If you've searched TLCat and the Internet and have not found the item full-text online or a transportation library you can contact directly for the item, you then may request the item through the TRANLIB listserv as a last resort.
  11. Consent to utilizing OCLC Statistics to view LSTR resource sharing activities, i.e. other libraries will be able to see statistics on what you've lent and/or borrowed through LSTR.

This agreement shall remain in force until the undersigned requests a cancellation in writing.
