Complete Streets Highlights
The Smart Mobility and Active Transportation Branch is pleased to introduce the latest update to the Complete Streets Elements Toolbox!
The Complete Streets Elements Toolbox was developed by staff in coordination with a diverse group of Caltrans stakeholders- including staff from the Headquarters Divisions of Transportation Planning, Design, Traffic Operations, Local Assistance, Maintenance, Rail and Mass Transit, as well as a number of Complete Streets Coordinators at the District-level- to translate Complete Streets policy concepts into concrete project delivery assets. As such, the Toolbox is a focus on the specific roadway elements that can be designed and constructed to provide multi-modal mobility and access. For each of these elements, the Toolbox provides definitions and benefits, links to design guidance, project examples, and SHOPP Tool quantification methods.
The Toolbox is a living document that will be updated and improved over time. As such, we will accept comments regarding revisions, content that should be added to the Toolbox, and pictures of best practice Complete Streets examples. What’s New in Version 2.0:
- 20 new Complete Streets elements!
- Complete Streets Concepts Section: this section highlights several concepts that define the Complete Streets approach and philosophy.
- Complete Streets Elements Selection Guidance: a project planning process to assist in the consideration of Complete Streets elements based on project facility type, Place Type, and other roadway characteristics.
Complete Streets Products on the horizon:
- Complete Streets Elements Selection Guidance Decision Tool- a user-friendly project planning tool that provides a list of appropriate Complete Streets Elements based upon input roadway characteristics.
- Complete Streets Elements Toolbox Roadshow including hands-on Project Planning Sessions.
Complete Streets Implementation Action Plan 2.0
A complete street is a transportation facility that is planned, designed, operated, and maintained to provide safe mobility for all users, including bicyclists, pedestrians, transit vehicles, truckers, and motorists, appropriate to the function and context of the facility. Every complete street looks different, according to its context, community preferences, the types of road users, and their needs.
Deputy Directive 64-R2 (PDF) , first signed in October 2008, and renewed in October of 2014, directs Caltrans to implement complete streets.
“The Department provides for the needs of travelers of all ages and abilities in all planning, programming, design, construction, operations, and maintenance activities and products on the State Highway System.” - Deputy Directive-64-R2

The Complete Streets Implementation Action Plan 2.0 (CSIAP 2.0) (PDF) was released in November 2014. This update includes 109 additional action items to further integrate complete streets into all Caltrans functions and processes. The CSIAP 2.0 includes action items such as:
- Complete Streets Overview Training Course open to Caltrans staff in all departmental functions
- The development of a State Bicycle and Pedestrian Plan
- Collecting complete streets data and performance measures
- Continuing to revise Caltrans’ manuals to be consistent with and supportive of complete streets
- Supporting District complete street plans and partnerships.

Caltrans has monitored the action items in the CSIAP 2.0 and has compiled a Status Report. The CSIAP 2.0 is intended to be a living document so as new activities related to complete streets occur they will be documented and added to the Action Plan through an Action Item Addendum. For the final status of the original CSIAP from 2010-2013, view the FY-12-13 Summary Report and the FY12-13 Final Status Update for key highlights and milestones in Caltrans’ efforts to incorporate complete streets throughout department programs and practices. Some accomplishments from the original Action Plan include:
- Highway Design Manual complete streets update
- 3rd edition of Main Street, California
- Release of Complete Intersections: A Guide to Reconstructing Inter-sections and Interchanges for Bicyclists and Pedestrians
- Update of System Planning Guidelines to include multimodal elements in Transportation Concept Reports
- Development of the “Planning Scoping Checklist” for PSR-PDS Project Initiation Documents
- Development of complete streets components in Project Delivery Assets(PDA) data collection and web-based PDA Tool
In 2013, Caltrans Transportation Planning contracted with UC Berkeley Tech Transfer to develop and deliver a complete streets overview training course specifically for Caltrans employees in all functional units (Planning, Design, Traffic Operations, Landscape Architecture, etc). Partner Agencies and Native American Tribal Governments were also invited to attend the course.
Students taking this course gained an understanding of the complete streets approach and its application to all facets of Caltrans work. The first course began in January 2014. There were six course deliveries throughout the state in 2014-15 and a second set of six courses was delivered in 2015-16.
Future Complete Streets training needs are being evaluated. The Smart Mobility and Active Transportation Branch is collaborating with the Divisions of Traffic Operations and Designn to develop more technical training.
The Complete Streets Technical Advisory Committee (TAC), a Caltrans staff working group, is intended to share information, raise issues, review draft products, share best practices, and recommend solutions relating to implementing complete streets. The TAC also assists with the monitoring and progress of the CSIAP 2.0 action items.
The TAC consists of representatives from each Caltrans division, functional unit, and district.
The TAC meets every other month and staff from the Division of Transportation Planning, Office of Smart Mobility and Climate Change arranges, hosts, and facilitates all meetings.
